On Sunday, the Dallas Morning News reported that the steady increase in HIV infection rates may push Dallas County to end a 13 year-old ban on condom distribution by county health workers. Dallas County had the highest HIV rate in Texas last year, and the number of chlamydia and gonorrhea cases is up, according to county statistics.

Male latex condoms are the most efficient technology there is to reduce the transmission of HIV among sexually active South Africans.

VACAVILLE, Calif. -- A controversial new pilot program providing free condoms for prison inmates is in its final planning stages.

The Solano State Prison is installing 10 condom distribution machines that will be stocked with 1,200 condoms a week. The hope is that the condoms will limit the spread of sexually transmitted diseases among inmates.
