This day long conference will explore the challenges and opportunities presented by the housing first model — that is, housing that does not require abstinence as the ticket foradmission. It will bring together providers who work with homeless people who usesubstances and participate in other high riskbehaviors, and who are not ready for (or reject) abstinence-based treatment programs. The focus will be on pragmatic applications of harm reduction within a supportive housing setting.

Dr. Tsemberis founded Pathways to Housing after years of working with street outreach teams and drop-in center programs and encountering innumerable barriers in securing housing for those clients. Dr. Tsemberis is on the faculty of the Department of Psychiatry of the New York University Medical Center, and is principal investigator for several federally funded studies of homelessness, mental illness, and substance abuse. He has published widely on the topic of homelessness for people with multiple disabilities.
